RISK AND INEQUALITY: ANALYSIS OF THE MUNICIPALITY OF PORTO ALEGRE/RS IN LIGHT OF DISASTER MANAGEMENT AND URBAN PLANNING

As the general objective of the present research, it seeks to analyze whether the urban planning and civil defense instruments of Porto Alegre/RS internalize socio-environmental inequality in the management of risks and disasters. To this end, the study is structured in two stages: first, it examines the social construction of risk in the context of the ecological-climatic crisis, highlighting its linkage to structural inequalities and historical processes of vulnerabilization; subsequently, it analyzes the legal treatment of risk and vulnerability in urban planning and disaster management, based on the Master Plan and the Contingency Plan of Porto Alegre/RS, in order to identify limits to the protection of affected populations. Methodologically, the research is grounded in systemic-complex theory and Disaster Law, adopting a systemic-complex and deductive approach, with bibliographic and documentary procedures and the use of summary and excerpting techniques. It concludes that the incorporation of the socio-environmental inequality variable is partial, thereby restricting the effectiveness of comprehensive protection for groups positioned at the social margins.
